The Solutions Strategy Unit (SSU), supervised by the Commissionerate for Afghan Refugees (CAR), acts as a vital link between provincial and federal entities on refugee matters. It coordinates between the Home Department in Khyber Pakhtunkhwa (KP) and the Ministry of Interior at the federal level.
VRC and PCM Services:
SSU oversees Voluntary Repatriation Centres (VRC) and Proof of Registration Card Modification (PCM) services, ensuring smooth operations and updating policies as needed. They also conduct patrolling and facilitate Mobile Registration Vans (MRVs).
Legal Assistance:
Legal support is provided to refugees, including issues of land eviction and reunification of unaccompanied children.
Voluntary Return:
SSU informs registered Afghan refugees about the benefits and conditions of voluntary return through sessions, brochures, and other materials.
Refugee Rights and Services:
Information on PCM services, POR card modification, DRIVE (Document Renewal and Information Verification Exercise), and refugee rights is shared across all 43 Refugee Villages (RVs) in KP.
Returnee Support:
SSU works with UNHCR and NADRA to facilitate the return of refugees, ensuring they receive necessary support.
Coordination Meetings: Regular meetings are held to address issues at VRCs and PCM and to implement solutions.
Advocacy and Legal Support:
Consultative Meetings:
SSU holds meetings with relevant departments to ensure refugees’ freedom of movement and access to basic services.
Case Management:
They manage court cases for refugees, focusing on urgent legal matters like land eviction and reuniting unaccompanied children with their families.
Security and Border Coordination:
Patrolling:
Regular patrols are conducted to prevent extortion, harassment, and assaults on returnees.
Border Coordination:
SSU coordinates daily with agencies like NLC, FC, Customs, MI, NADRA, and FIA at the Torkham border to ensure the smooth flow of returnees.
